I Planned To Make Vehicles Run On Gas – Obasanjo

Former President Olusegun Obasanjo on Sunday said his intention during his regime was to develop the nation’s natural gas for vehicles to use and reduce dependence on imported petrol.
Obasanjo said he gave out licences to companies in a bid to achieve this, adding that by now, 50 per cent of the vehicles in the country should have been running on gas.
The former President stated these during a courtesy visit by the management of Nipco Plc to him at his Presidential Hilltop residence in Abeokuta, Ogun State.
In 2006, the Obasanjo administration gave out licences to three companies, Nipco Plc, Contact Global and Global Steel, for the development of Compressed Natural Gas for vehicles.
But it was gathered that only Nipco, which later went into a partnership with the Nigeria Gas Company to form Green Gas Limited, had invested significantly in the project since then.
While reacting to comments by the Managing Director, Nipco, Mr. Venkataraman Venkatapathy, Obasanjo said, “When I gave the licence in my time, the idea was to use what we had and by now, we could have put half of all the vehicles on gas.”
Venkatapathy had earlier said the replacement of petrol by the CNG would save Nigeria the much-needed foreign exchange on importation of petrol.
He said, “The CNG is a superior auto fuel alternative to liquid fuels mainly petrol and diesel, specifically for countries like Nigeria, which is blessed with abundant (over 186 trillion cubic feet) availability of natural gas that remains untapped.
“To replace 20 per cent of the current petrol consumption of Nigeria, natural gas required is less than five per cent of the total domestic gas consumed currently and less than one per cent of the current gas production. Foreign exchange saved will be close to $2bn.”
According to him, in Benin City, Edo State, over 4,000 vehicles run on the CNG which resulted in replacing 20 million litres of petrol from 2012 to 2015 and forex savings of over $9m.
He said Green Gas had developed nine operational CNG stations, with three stations under completion and five under construction.
A former Special Assistant on Petroleum Resources to President Obasanjo, Dr. Muhammed Ibrahim, who was on the Nipco team, said, “I was one of the team members when President Obasanjo was in office in 2006 that initiated the full concept of development of gas for vehicles and other applications in the country.
It was during his regime that President Obasanjo awarded three licences to three companies to invest in the promotion and diffusion of Compressed Natural Gas for vehicular application in the country.
“But because of the capital-intensive and high-tech nature of the project, only one company today after 10 years has invested millions of dollars in the project such that the entire Benin City is encircled with a network of gas pipelines with about seven CNG gas stations providing the CNG to more than 4,000 vehicles.
He said the company had constructed the largest CNG station on the African continent in Ibafo, Ogun State.

. Together as one — Maradona and Pele embrace Thursday, ending a long standing feud

So often at loggerheads, Brazil legend Pele and Argentina icon Maradona put their differences to one side for Hublot’s Match of Friendship at the Palais Royale in Paris to mark Euro 2016.

The 75-year-old Brazil great and 55-year-old Argentine legend even embraced during the five-a-side exhibition game in a sign that they have drawn a line under their long-running feud.

Pele and Maradona played the roles of coach as two teams of former stars went head to head in the palace garden the day before France play Romania at the Stade de France in the opening game of the Euros.

Former England captain Rio Ferdinand, ex-Holland midfielder Clarence Seedorf, former Spain and Real Madrid defender Fernando Hierro and Italy’s World Cup-winning defender Fabio Cannavaro were among the names to take part.

‘I want to thank Pele, we know who he is and who he will always be. We need icons like him,’ said Maradona, who starred in Argentina’s 1986 World Cup triumph.

The Science of Stress - How is stressed linked to the body and can it be responsible for sexual dysfunctions like premature ejaculation?

By Herballove Editorial
Learn the solutions to this common problem: STRESS. Basically, stress is all the ups and downs of your life.

What Is Stress?
You might be surprised how much stress is running through your daily life. Stress is more than just the worry you have concerning work or school. Stress comprises all the surprises, joys, sorrows, and pain that you experience. However, stress is more than just the mental and emotional events you come across. Stress also includes all the physical wear and tear that you deal with.

Sexually, stress will cause a decreased enjoyment of pleasure, increased sensitivity to pain and stimulus, occasional impotence, and the constant occurrence of premature ejaculation.
Normally, stress is a good thing. It helps us concentrate on important tasks, urges us to do things, and creates a new perspective, while generally making life more interesting. After all, how exciting can life be if everyday held no surprises or challenges? It might be stress-free, but extremely boring.

Occasionally, a stressing event may push you past what you may be able to handle, such as being unable to sleep because of worry over a test or excitement of a trip the next day. The emotions caused by a breakup in your relationship or someone passing away can be extremely overwhelming. All of these are obvious.

But sometimes, constant and persistent everyday stressors can build and affect your body the same way a larger event can. Problems with work, relationships, and your life can pound away at you until you break.

How Does Stress Affect The Body and Sex?
Most of the time, our bodies are able to handle the routine stressors of life. Missed the bus? No problem, I’ll walk. Deadline coming up? I’ll focus and concentrate. Our bodies were designed to meet these challenges by stimulating the sympathetic nerves, as they:
  • Increase our heart rate to circulate more blood
  • Produce hormones and chemicals for concentration and thinking
  • Stimulate the body to produce more blood sugar and adrenalin thus providing more energy
  • Divert the blood from less vital areas (such as the digestion system and genitals) to arms and legs for strength
  • Increase breathing to provide more oxygen to the body
When it comes to sexual functioning and stress, the problem arises when your body is unable to keep up with all the demands put upon it. Our body has a certain threshold for stress.

Once it is surpassed, it will start to affect different parts of our bodies in negative ways.

Common problems with stress are difficulties with sleep, lack of energy, depression, mood swings, headaches, body pains, impaired immune system resistance, gastrointestinal complications, and of course anxiety.

How Stress and Anxiety Induce Early Ejaculation
Stress and stress-related anxiety induce all these problems by stimulating the sympathetic nerves and creating an imbalance of chemicals and hormones. The sympathetic nerves are responsible for a man’s urge to ejaculate.

Normally, this impulse is low and needs to be built up through sensory and mental stimulation until the orgasm is reached. In cases of stress, the sympathetic nerves have already been excited and overworked. Men will begin sex with a very strong impulse to ejaculate and of course climax far too soon.

To add to all the problems, stress wreaks havoc on chemical and hormone levels.

The most important of these are neurotransmitters. These substances are responsible for running the brain and sending its messages to all your organs, muscles, and tissues. By inhibiting its production, your parasympathetic nerves won’t be able to counteract and control the sympathetic nerves (the ones responsible for orgasm).

At all times, there is a constant struggle between the two. In a normal and healthy person, the parasympathetic impulses they receive from your brain are stronger than the sympathetic impulses. Stress causes early ejaculation by not only overexciting the sympathetic nerves, but also retarding and weakening the control of parasympathetic nerves. Exposure to a long-term stressful environment would make it even worse.

Ways To Eliminate Stress
  • Reduce the factors - The best way to cure premature ejaculation caused by stressed is simply by reducing and eliminating the causes of stress.
  • Take on a lighter workload from school or work - You may be pushing yourself too hard by taking on extra work or putting in more hours in a day. You need to find a healthy balance between work and play. If the daily demands are high and there isn’t a whole lot you can cut out, then perhaps a break from it all is what you need.
  • Take a vacation - A different perspective and a new environment may be what you need
  • Lighten your social engagements - Just because you’re not working, it doesn’t mean you’re not stressing. Yes, play gives much less stress than work and can even help to decrease work stress, but play is still another form of stress if you have too much of it.
  • Set your body clock - Your body clock is responsible for many important things like sleep, body temperature, and your production of many important chemicals including serotonin. By following a regular sleep schedule and getting enough sleep, your body will have a better chance to replenish its resources during sleep while providing you more energy and control when you’re awake.
Diet
The foods you eat have a lot to do with the amount of stress you are able to take. Eating more vegetables helps to increase your body’s natural production of serotonin by improving and promoting the absorption of the amino acid, tryptophan. (Synthetic L-Tryptophan is not recommended and may contain fatal side effects.) Red meats also contain natural tryptophan.

However, because of the high amount of other amino acids contained in meat, the absorption of L-Tryptophan is extremely low. Vegetables offer a much richer source for the amino acid.

Reduce, or better yet eliminate, caffeine and sugar from your diet. Most people supplement the natural energy they have by drinking coffee, soda, or eating sugary foods. These may have the temporary effect of giving that extra boost you’re craving for, but in the long run it will alter your own body’s ability to supply needed energy and deal with stress.

Carbohydrates are also extremely important in a diet, especially if you feel fatigued and rundown from your normal day. Instead of opting for caffeinated and sugared pick-me-ups, eating more complex carbohydrates – like cereal, rice, pasta, bread, and potatoes – takes the body longer to break down, which provides a steadier supply of energy over a longer period of time.

Herbal remedy
By far, an herbal supplement is your easiest and most effective choice to help your body deal with the physical elements of stress. By increasing the production of essential neurotransmitters, hormones, and increase liver's detoxification of stress hormones, the affects of stress can be diminished.
Peace of mind natural calm ejaculation control remedy consist of invigorating, holistic, and calming ingredients to help you control ejaculation better, reduce stress, and bring back peace of mind for you. Invigorating ingredients like Rhodiola, Schisandra, and Tribulus will provide the extra boost of energy you need to get through the day. Holistic herbs like Chrysanthemum and Dong Quai will help to heal the whole body to bring you back into balance. Calming herbs like Os Draconis, Chrysanthemum, Passion Flower, and Jujube Ziziphi will calm and relax your nerves to provide the extra control you’re looking for.

No Recreational drugs
Some people may use alcohol to suppress the anxiety and stress of a long day. Or, they may use tobacco, marijuana, cocaine, heroin, and amphetamines to give them that extra boost.

These methods might work and are sometimes very potent, but the dangers of altering your body chemistry and creating an addiction will far surpass any benefits you may receive. In the long run, these will decrease your threshold for stress and ruin your ability to control ejaculation.

What If All Else Fails?
If you try all these solutions and still can’t alleviate stress yourself, be aware that it might be an early warning sign of some hidden illness. Problems with a thyroid disease, calcium imbalance, anemia, diabetes, bi-polar depression, liver disease, kidney malfunction, or the more common vitamin and hormone deficiency will all diminish your ability to handle stress and consequently increase premature ejaculation and other sexual dysfunctions.

Let your doctor be aware of the symptoms you are having. He may come across a problem you weren’t even aware of. Medication, herbal supplements, and counseling may be needed to help you deal with physical ailments and the unnecessary stress caused by it.

Alleged $40m contract scam: Jonathan’s cousin, wife secure N1bn bail

By Ikechukwu Nnochiri ABUJA –
The Abuja Division of the Federal High Court, on Wednesday, granted bail to former President Goodluck Jonathan’s cousin, Robert Azibaola and his wife, Stella, to the tune of N1billion.
The duo who were arraigned before the court by the Economic and Financial Crimes Commission, EFCC, are answering to a seven-count criminal charge bordering on alleged $40million contract scam.
Trial Justice Nnamdi Dimgba gave the defendants bail in the sum of N500million each, even as he ordered them to produce two sureties in the like sum.
Robert Azibaola and his wife
                          Robert Azibaola and his wife
According to the court, the sureties must be owners of landed properties within the Asokoro District of Abuja. It further stressed that the sureties must present evidence of payment of income tax. However,
Justice Dimgba directed that the defendants should be remanded at Kuje Prison, pending the fulfilment of the bail conditions. Besides, the court ordered accelerated hearing on the matter, even as the case was adjourned till June 28, July 4 and 5 for commencement of trial.
It will be recalled that the court had on Tuesday, remanded Azibaola in prison custody shortly after he pleaded not guilty to the charge. The court however allowed his wife to go home on the basis of an administrative bail the anti-graft agency earlier granted to her. Meanwhile, Justice Dimgba, in his ruling, said he was minded to release the defendants on bail.
The judge stressed that “every citizen charged before a court is presumed innocent until proven guilty”.
He said the defendants are under the law, entitled to a definite time and facility to prepare their defence. “Taking a holistic appraisal of all the evidence before me, I am convinced that admit the defendant to bail. “I believe the need not to make a mockery of the bail system”, Justice Dimgba held. Meanwhile, the charge against the defendants attract punishment varying from 7 to 14 years imprisonment upon conviction. Specifically, EFCC alleged that the defendants received a $40million contract from the detained former National Security Adviser, NSA, Sambo Dasuki, retd. Equally charged to court over the charge bordering on conspiracy, fraud and money laundering, was a company allegedly belonging to the defendants, Oneplus Holding Limited. Azibaola was arraigned before the high court after he had spent over 80 days in custody of the EFCC. While moving their bail application, counsel to the defendants, Chief Chris Uche, SAN, informed Justice Dimgba that an Abuja High Court had earlier granted his client bail in the sum of N10m. He said the order was flagrantly disobeyed by the EFCC. Meantime, EFCC, through its lawyer, Mr. Aliyu Yusuf, urged the court to refuse the defendants bail, insisting that allegations against them are “very serious”. Some of the charges against the defendants read: “That you Azibaola Robert being the Managing Director / Chief Executive Officer and a signatory to the Zenith Bank account of One Plus Holdings Nigeria Limited, Mrs. Stella Azibaola Robert, being a director and a signatory to the account of One Plus Holdings Nigeria Limited and Amobi Ogum( now at large) on or about 8th September, 2014 in Abuja within the jurisdiction of this Honourable Court did conspire among yourselves to commit an illegal act to wit: money laundering of the sum of $40million transferred to the domiciliary account of One Plus Holdings Nigeria Limited with Zenith Bank, Account No. 5070365750 from the account of ONSA with the Central Bank of Nigeria upon a mandate Ref. Clinton, Trump kick off their White House war

The protagonists are set: Hillary Clinton versus Donald Trump. The battleground? Fifty states. Voters will now be treated to a historic, bruising spectacle as two of America’s most polarizing figures wage war for the White House.
On the Democratic side is a candidate rich with political experience, a pioneering if controversial stateswoman embracing her chance to become the nation’s first female commander-in-chief.
The Republican standing in her way is the brash billionaire businessman and political neophyte who rewrote the campaign playbook as he vanquished his many rivals for the nomination with a mudslinging unparalleled in modern American politics.
The ferocity of the primaries — Americans and many around the world had never seen a modern US presidential race play out with such insulting and denigrating attacks — promises to be just a preview of what is in store for the general election.
Clinton, the former secretary of state, euphorically seized the Democratic Party mantle Tuesday, seizing the nomination in dramatic fashion with primary wins in four of six states including the grand prize, California.
On perhaps the biggest night of her political career, as she declared a historic milestone for women, she assailed Trump for his divisiveness and his trademark slogan, “Make America Great Again.” “That’s code for let’s take America backward,” she said,
“back to a time when opportunity and dignity were reserved for some, not all.” “Don’t let anyone tell you that great things can’t happen in America,” she said.
Trump was pledging a tough fight, choosing to lay into Clinton in his own presumptive victory speech and accusing her and her former president husband Bill of enriching themselves by “selling access, selling favors, selling government contracts.” And he signaled there would be no honeymoon, announcing a “major speech” for early next week in which he will address “all of the things that have taken place with the Clintons.

” – ‘No out-Trumping Trump’
– The trajectory of the race is unlikely to soar into loftier issues. Norman Ornstein, a resident scholar at the American Enterprise Institute, feared the race will be less a battle over substance like the economy or foreign policy than a clash of two outsized personalities. “Clinton has deep knowledge and detailed platforms, but because Trump doesn’t have any, nobody focuses on the differences,” Ornstein told AFP in an interview. “And because we have two candidates who are more distrusted than trusted, more disliked than liked, this becomes a race to the bottom.”
Clinton will be looking to exploit the various controversies ensnaring Trump — most recently his criticism of a Mexican-American federal judge, which sparked uproar within his own party — as a way to enhance her own resume.

“There’s no out-Trumping Trump, he is an extremely talented unique character,” said Tim Miller, a former communications adviser to Republican Jeb Bush, one of the many candidates defeated by Trump in the primaries.

“Getting down in a mud-wrestling fight with him is going to be a loser. She has to focus on the issues that drive her base” of minorities and women and inspire young voters, Miller said. –
 ‘Temperamentally unfit’ –
But she will also need to make a compelling case for supporters of her Democratic rival, Bernie Sanders, to embrace her campaign to defeat Trump in November. Trump, beating Clinton to the punch Tuesday, extended an olive branch to Sanders’ supporters, saying: “We welcome you with open arms.” Sanders refused to capitulate Tuesday, vowing to “continue the fight” to the final Democratic primary in the capital Washington next week, and then on to the Democratic convention in July. But the Vermont senator meets on Thursday with President Barack Obama — perhaps a sign that Obama will play a significant role in uniting a deeply divided Democratic party to battle the 69-year-old real estate mogul. Obama is soon expected to offer a formal endorsement of the 68-year-old Clinton, perhaps serving to coax hardline “Bernie or bust” fans back into the party tent. Clinton has appeared completely dialed in to combatting Trump, especially since last week in San Diego when she earned plaudits from Democrats for her blistering critique of Trump as “temperamentally unfit” to be president, a line of attack she repeated Tuesday night. Howard Dean, the former Vermont governor who ran for president in 2004, said he was impressed with Clinton’s historic achievement. “Any time a glass ceiling is shattered, it’s important,” he told AFP. But he was quick to note that Clinton is capable of turning tough in an instant. “If Hillary Clinton continues to campaign the way she did last week in San Diego, I think Trump is toast,” he said

BEST and SIMPLE Ways To Get Rid Of Those DARK Knees, Elbows

Embarrassed about dark knees and elbows? Dry skin can affect any part of the body. However, the knees and elbows often receive harsh treatment when due to bending, leaning and kneeling. Dry skin on the knees and elbows is especially noticeable because the skin is thick and becomes dark and unsightly with a soiled appearance.

There are no oil glands in knee or elbow skin, so these areas dry out easily and collect dirt and impurities that are difficult to remove. Sun exposure, friction, pressure, and the buildup of dead skin cells also contribute to dark knees and elbows.

You don’t have to spend tons of money on salon treatments to get the even skin tone you want. The inexpensive remedies listed below are just as effective, and the results are long-lasting. They combine exfoliation, bleaching, and moisturizing techniques that will get rid of dark patches for good. So, here is a good chance for you to stop avoiding short skirts and sleeveless tops.

Sugar: To lighten the skin tone of your knees and elbows, you can also use a homemade sugar scrub. Sugar granules help exfoliate dead skin cells and soften the skin. Mix equal amounts of sugar and olive oil to make a thick paste, apply this paste on your knees and elbows and rub it around using circular motions for 5 minutes.
Wash it off with a mild soap and warm water. Do this once daily until the skin tone around your knees and elbows lightens, repeat this treatment on a weekly basis.

Baking soda and milk: Baking soda exfoliates the skin and scrubs away dead skin cells while milk bleaches and cleanses the skin. Mix one tablespoon of baking soda into milk to make a thick paste. Apply to knees and elbows, scrubbing gently in circles, wash off with water. Repeat daily or every other day. Once you see results, reduce to once a week.image
Coconut Oil and Lemon Juice: Mix one teaspoon of coconut oil with 1/2 teaspoon of lemon juice in a small glass bowl. Rub this natural whitening solution onto your dark elbows and knees and leave it there for 15 to 20 minutes. Wipe off any excess lotion using paper towels. Coconut oil is not only very soothing, but it works as a hydrating agent and natural bleacher.
Yogurt and vinegar: This combination contains both lactic and acetic acid each of which helps lighten your skin colour. To use, combine one teaspoon of yogurt with one teaspoon of white vinegar and mix until they form a consistent paste. Apply to elbows, rubbing in a circular motion. Leave for 20 minutes, then rinse off and moisturize.

Sugar And Olive Oil: The sugar present in this home remedy work as exfoliate and the olive oil will moisturize the skin. Mix equal quantities of olive oil and sugar to make a thick paste apply this mix on to the black knees and elbow. Rub the skin using this mixture for about five minutes, wash using mild soap and water.
Olive Oil: This oil has natural bleaching properties and it also softens the rough skin on the knees and elbow giving it smoothness and glow. This is one of the cheapest remedy for dark skin formed by friction and dryness. Rub warm olive oil to the knees and elbows every day for 10 minutes
Exfoliating Brush: You can use any exfoliating brush or loofah to remove the dead cells from the knee and elbow. Use the exfoliating brush or loofah while taking bath, when the skin is moist and scrub the skin in circular motion.
Bleaching Fruits: Fruits like lemon, tomato and grapes have bleaching property and help to get rid of black skin when used regularly. Apply the juice of any of the bleaching fruits regularly to the skin, you can use different fruit juices on different days.

Aloe Vera gel: Aloe Vera is great for the skin, and has been used for sunburns and other skin conditions for thousands of years. Using this on black knees and elbows will help to reduce the damage caused by the sun, moisturize, and help prevent further black skin from appearing. Using aloe vera gel in its natural state is the best way to achieve the results you are looking for. Apply the fresh gel to your knees and elbows and let sit for about thirty minutes before rinsing it off. Your skin will look fresh, much smoother, and the darkness will be visibly lighter.
Use Moisturizers: Moisturizers hydrate the skin and avoid the dryness of the skin. This will prevent darkening of the skin. The moisturizers also reduce the friction on the skin. Apply good quality moisturizes after having shower to keep your skin fresh and supple.

The Side Effects of Hot Peppers

By
The Side Effects of Hot Peppers
basket full of red peppers Photo Credit Paul Katz/Photodisc/Getty Images
Types of peppers people use in cooking and salads include jalapenos, serranos, cayenne, banana peppers, szechwan and habaneeros. Many dishes such as Indian soups and curries and Jamaican menus contain these peppers. Capsaicin, an ingredient in these peppers, has many therapeutic uses such as antioxidant effects that may prevent cancer, as well as serving as an anti-inflammatory that may help decrease the pain of arthritis. Hot peppers also contain vitamins such as A, C and B-6. Before starting this supplemental food, talk to your health practitioner. He will guide you because hot peppers have reported side effects.

Heartburn

Ingesting hot peppers of any type can cause indigestion, particularly if you do not usually have them in your diet. The burning sensation that you experience in your mouth from eating hot peppers also can occur in your stomach during digestion. This can send the hot sensation back into your esophagus as gastric reflux. Over-the-counter antacids, proton pump inhibitors such as lansoprazole and H-2-receptor blockers such as ranitidine or cimetidine may help suppress the reflux. You should take proton pump inhibitors at least an hour before eating the hot peppers because they do not act instantly as other antacids do.

Indigestion

While the hot peppers pass through the first stage of digestion in your stomach, they can unsettle your overall digestion. The fire sensations can disrupt your normally quiet digestion, again primarily if you do not eat hot peppers regularly. Proton pump inhibitors, H-2-receptor blockers and more traditional antacids can help suppress the stomach discomfort of digesting hot peppers.

Rectal Burning

As the hot peppers progress through your digestive tract, they can continue to retain some of the burning ingredients that makes them hot in the first place. This can cause a painful, burning sensation in your rectum as you pass stools containing any type of hot pepper waste. Although this side effect does not classify as serious, it can cause discomfort for a few days. Once your body acclimates to the inclusion of red peppers in your diet, this side effect may cease or decrease.

Skin Rash

Even if you do not eat hot peppers, you can experience a side effect from handling them. Capsaicin works its fiery sensation even on your skin if the juice from red peppers absorbs slightly. Full Text Of President Buhari’s Democracy Day Speech

President buhari’s democracy speech. may 29,2016.

My compatriots,
It is one year today since our administration came into office. It has been a year of triumph, consolidation, pains and achievements. By age, instinct and experience, my preference is to look forward, to prepare for the challenges that lie ahead and rededicate the administration to the task of fixing nigeria. But i believe we can also learn from the obstacles we have overcome and the progress we made thus far, to help strengthen the plans that we have in place to put nigeria back on the path of progress.
We affirm our belief in democracy as the form of government that best assures the active participation and actual benefit of the people. Despite the many years of hardship and disappointment the people of this nation have proved inherently good, industrious tolerant, patient and generous.
The past years have witnessed huge flows of oil revenues. From 2010 average oil prices were $100 per barrel. But economic and security conditions were deteriorating. We campaigned and won the election on the platform of restoring security, tackling corruption and restructuring the economy. On our arrival, the oil price had collapsed to as low as $30 per barrel and we found nothing had been kept for the rainy day. Oil prices have been declining since 2014 but due to the neglect of the past, the country was not equipped to halt the economy from declining.
The infrastructure, notably rail, power, roads were in a decrepit state. All the four refineries were in a state of disrepair, the pipelines and depots neglected.
Huge debts owed to contractors and suppliers had accumulated. Twenty-seven states could not pay salaries for months. In the north-east, boko haram had captured 14 local governments, driven the local authorities out, hoisted their flags. Elsewhere, insecurity was palpable; corruption and impunity were the order of the day. In short, we inherited a state near collapse.
On the economic front, all oil dependent countries, nigeria included, have been struggling since the drop in prices. Many oil rich states have had to take tough decisions similar to what we are doing. The world, nigeria included has been dealing with the effects of three significant and simultaneous global shocks starting in 2014:
a 70% drop in oil prices.
Global growth slowdown.
Normalization of monetary policy by the united states federal reserve.
Our problems as a government are like that of a farmer who in a good season harvests ten bags of produce. The proceeds enable him to get by for rest of the year. However, this year he could only manage 3 bags from his farm. He must now think of other ways to make ends meet.
From day one, we purposely set out to correct our condition, to change nigeria. We reinforced and galvanized our armed forces with new leadership and resources. We marshaled our neighbours in a joint task force to tackle and defeat boko haram. By the end of december 2015, all but pockets and remnants had been routed by our gallant armed forces. Our immediate focus is for a gradual and safe return of internally displaced persons in safety and dignity and for the resumption of normalcy in the lives of people living in these areas.
Efcc was given the freedom to pursue corrupt officials and the judiciary was alerted on what nigerians expect of them in the fight against corruption. On the economy, in particular foreign exchange and fuel shortages, our plan is to save foreign exchange by fast tracking repair of the refineries and producing most of our fuel requirements at home. And by growing more food in nigeria, mainly rice, wheat and sugar we will save billions of dollars in foreign exchange and drastically reduce our food import bill.
We resolved to keep the naira steady, as in the past, devaluation had done dreadful harm to the nigerian economy. Furthermore, i support the monetary authority’s decision to ensure alignment between monetary policy and fiscal policy. We shall keep a close look on how the recent measures affect the naira and the economy. But we cannot get away from the fact that a strong currency is predicated on a strong economy. And a strong economy pre-supposes an industrial productive base and a steady export market. The measures we must take, may lead to hardships. The problems nigerians have faced over the last year have been many and varied. But the real challenge for this government has been reconstructing the spine of the nigerian state. The last twelve months have been spent collaborating with all arms of government torevive our institutions so that they are more efficient and fit for purpose:
that means a bureaucracy better able to develop and deliver policy
that means an independent judiciary, above suspicion and able to defend citizen’s rights and dispense justice equitably.
That means a legislature that actually legislates effectively and
above all; that means political parties and politicians committed to serving the nigerian people rather than themselves.
These are the pillars of the state on which democracy can take root and thrive. But only if they are strong and incorruptible. Accordingly, we are working very hard to introduce some vital structural reforms in the way we conduct government business and lay a solid foundation on which we can build enduring change.
An important first step has been to get our housekeeping right. So we have reduced the extravagant spending of the past. We started boldly with the treasury single account, stopping the leakages in public expenditure.
We then identified forty-three thousand ghost workers through the integrated payroll and personal information system. That represents pay packets totaling n4.2 billion stolen every month. In addition, we will save twenty-three billion per annum from official travelling and sitting allowances alone.
Furthermore, the efficiency unit will cut costs and eliminate duplications in ministries and departments. Every little saving helps. The reduction in the number of ministries and work on restructuring and rationalization of the mdas is well underway. When this work is complete we will have a leaner, more efficient public service that is fit for the purpose of changing nigeria for the good and for good.
As well as making savings, we have changed the way public money is spent. In all my years as a public servant, i have never come across the practice of padding budgets. I am glad to tell you now we not only have a budget, but more importantly, we have a budget process that is more transparent, more inclusive and more closely tied to our development priorities than in the recent past. 30% of the expenditure in this budget is devoted to capital items. Furthermore, we are projecting non-oil revenues to surpass proceeds from oil. Some critics have described the budget exercise as clumsy. Perhaps. But it was an example of consensus building, which is integral to democratic government. In the end we resolved our differences.
We have, therefore, delivered significant milestones on security, corruption and the economy. In respect of the economy, i would like to directly address you on the very painful but inevitable decisions we had to make in the last few weeks specifically on the pump price of fuel and the more flexible exchange rate policy announced by the central bank. It is even more painful for me that a major producer of crude oil with four refineries that once exported refined products is today having to import all of its domestic needs. This is what corruption and mismanagement has done to us and that is why we must fight these ills.
As part of the foundation of the new economy we have had to reform how fuel prices had traditionally been fixed. This step was taken only after protracted consideration of its pros and cons. After comprehensive investigation my advisers and i concluded that the mechanism was unsustainable.
We are also engaged in making recoveries of stolen assets some of which are in different jurisdictions. The processes of recovery can be tedious and time consuming, but today i can confirm that thus far: significant amount of assets have been recovered. A considerable portion of these are at different stages of recovery. Full details of the status and categories of the assets will now be published by the ministry of information and updated periodically. When forfeiture formalities are completed these monies will be credited to the treasury and be openly and transparently used in funding developmental projects and the public will be informed.
On the niger delta, we are committed to implementing the united nations environment programme report and are advancing clean-up operations. I believe the way forward is to take a sustainable approach to address the issues that affect the delta communities. Re-engineering the amnesty programmes is an example of this. The recent spate of attacks by militants disrupting oil and power installations will not distract us from engaging leaders in the region in addressing niger delta problems. If the militants and vandals are testing our resolve, they are much mistaken. We shall apprehend the perpetrators and their sponsors and bring them to justice.
The policy measures and actions taken so far are not to be seen as some experiment in governance. We are fully aware that those vested interests who have held nigeria back for so long will not give up without a fight. They will sow divisions, sponsor vile press criticisms at home and abroad, incite the public in an effort to create chaos rather than relinquish the vice-like grip they have held on nigeria.
The economic misfortune we are experiencing in the shape of very low oil prices has provided us with an opportunity to restructure our economy and diversify. We are in the process of promoting agriculture, livestocks, exploiting our solid mineral resources and expanding our industrial and manufacturing base. That way, we will import less and make the social investments necessary to allow us to produce a large and skilled workforce.
Central bank of nigeria will offer more fiscal incentives for business that prove capable of manufacturing products that are internationally competitive. We remain committed to reforming the regulatory framework, for investors by improving the ease of doing business in nigeria.
Meanwhile, the first steps along the path of self-sufficiency in rice, wheat and sugar – big users of our scarce foreign exchange – have been taken. The labour intensive farming enterprise (life), will boost the economy and ensure inclusive growth in long neglected communities. Special intervention funds through the bank of agriculture will provide targeted support. Concerns remain about rising cost of foods such as maize, rice, millet, beans and gari. Farmers tell me that they are worried about the cost of fertilizers, pesticides and the absence of extension services. The federal and state governments are on the same page in tackling these hurdles in our efforts at increased food production and ultimately food security.
I would like to take this opportunity to express my appreciation for the increasing role that our women are playing in revitalizing the agricultural sector. Modern farming is still hard and heavy work and i salute our nigerian women in sharing this burden. In this respect i am very pleased to announce that the government will shortly be launching the national women’s empowerment fund, which i have approved to provide n1.6 billion in micro-finance loans to women across the nation to assist in rehabilitating the economies of rural communities, particularly those impacted by the insurgency and conflict.
With respect to solid minerals, the minister has produced a roadmap where we will work closely with the world bank and major international investors to ensure through best practices and due diligence that we choose the right partners. Illegal mining remains a problem and we have set up a special security team to protect our assets. Special measures will be in place to protect miners in their work environment.
For too long, ours has been a society that neglects the poor and victimizes the weak. A society that promotes profit and growth over development and freedom. A society that fails to recognize that, to quote the distinguished economist amartya sen “ poverty is not just lack of money. It is not having the capability to realize one’s full potential as a human being.”
So, today, i am happy to formally launch, by far the most ambitious social protection programme in our history. A programme that both seeks to start the process of lifting many from poverty, while at the same time creating the opportunity for people to fend for themselves. In this regard, five hundred billion naira has been appropriated in the 2016 budget for social intervention programmes in five key areas. We are committed to providing job creation opportunities for five hundred thousand teachers and one hundred thousand artisans across the nation. 5.5 million children are to be provided with nutritious meals through our school feeding programme to improve learning outcomes, as well as enrolment and completion rates. The conditional cash transfer scheme will provide financial support for up to 1 million vulnerable beneficiaries, and complement the enterprise programme – which will target up to 1 million market women; four hundred and sixty thousand artisans; and two hundred thousand agricultural workers, nationwide. Finally, through the education grant scheme, we will encourage students studying sciences, technology, engineering and maths, and lay a foundation for human capital development for the next generation
I would like to pay a special tribute to our gallant men and women of the armed forces who are in harm’s way so that the rest of us can live and go about our business in safety. Their work is almost done. The nation owes them a debt of gratitude.
Abroad, we want to assure our neighbours, friends and development partners that nigeria is firmly committed to democratic principles. We are ready partners in combating terrorism, cyber crimes, control of communicable diseases and protection of the environment. Following on the paris agreement, cop 21, we are fully committed to halting and reversing desertification. Elsewhere, we will intensify efforts to tackle erosion, ocean surge, flooding and oil spillage which i referred to earlier by implementing the united nations environment programme (unep) report.
We are grateful to the international community notably france, the us, uk and china for their quick response in helping to tackle the recent ebola outbreak in our sub-region. We also acknowledge the humanity shown by the italian and german governments in the treatment of boat people, many fleeing from our sub-region because of lack of economic opportunity. We thank all our partners especially several countries in the eu.
We appreciate the valuable work that the un agencies, particularly unicef, icrc, the world food program have been doing. We must also appreciate the world bank, the gates foundation, the global fund and educate a child of qatar are for the excellent work in our health, education and other sectors.
Fellow citizens let me end on a happy note. To the delight of all, two of the abducted chibok girls have regained their freedom. During the last one year, not a single day passed without my agonizing about these girls. Our efforts have centred around negotiations to free them safely from their, mindless, captors. We are still pursuing that course. Their safety is of paramount concern to me and i am sure to most nigerians. I am very worried about the conditions those still captured might be in. Today i re-affirm our commitment to rescuing our girls. We will never stop until we bring them home safely. As i said before, no girl should be put through the brutality of forced marriage and every nigerian girl has the right to an education and a life choice.
I thank you and appeal to you to continue supporting the government’s efforts to fix nigeria.
