Tourism, Culture will soon be bedrock of Nigeria’s economy – Buhari

ABUJA – President Muhammadu Buhari, Thursday, disclosed that Tourism and Culture which had been neglected in the past would soon be the bedrock of Nigeria’s economy. To this end, the Minister of Information and Culture, Alhaji Lai Mohammed challenged the rural dwellers, who were blessed with rich country’s cultural heritages and tourist sites to live up to the responsibility of managing and protecting the sites for economic purposes. Buhari, who declared the 2016 National Summit on Culture and Tourism open, in Abuja, described Tourism as rejected stone that would be rejuvenated to address the dwindling economy of the country. Represented by the Minister of Trade, Industry and Investment, Dr Okechuwku Enelama, the President said though Culture and Tourism sector is driven by private sector all over the world, the government would provide conducive environment to encourage investment in the sector. He said; “As a result of the combination of various factors such as the sharp drop in the price of oil, combined breakdown of protectionist policies and changes in social relations, countries are compelled to look for alternative sources of revenue and employment. “Tourism therefore, is a resource of development and means of providing an additional opportunity for a non-industrialised country like ours, to diversify its economic base for the betterment of all. “Consequently, the road for us as a nation to achieve our set objectives of diversifying our economic base will depend partly upon the quality of design and implementation of tourism policies; we must develop appropriate policies and the right attitudes towards achieving the desired goals. “We are aware that the development of the tourism sector all over the world is largely Private-Sector-driven. However as evident in the 2016 Budget, this administration will continue to provide the required enabling environment for arts, culture and tourism to thrive and develop, through the massive upgrading of infrastructure and the provision of security. “We will continue to encourage public and private sector participation and partnership in all the desired areas including Transportation, Beach and Resort development as well as Tour operations, Hotel and Hospitality development. “As you are aware, culture generally represents the totality of the history and way of life of a people. Over the years, Nigeria is recognised to have a rich cultural heritage – not just in our arts and crafts but also in our ways of life. However, over time, as a result of so many experiences we seem to have lost the tenets of our cultural values; which are of integrity, honesty, sincerity and God-consciousness.” In his remarks, the Minister of Information and Culture, Alhaji Lai Mohammed, explained that the Summit was designed to explore all the various opportunities in tourism sector to improve the economy, calling on corporate bodies to join hands with the government. According to him: “the crash in the price of oil, the mainstay of our economy, has triggered a disaster for the economy. “But, this administration has decided to turn that distater to a blessing by diversifying the mono-product economy and widening our national revenue base. We want to turn adversity into sustanainbale fortune by tapping our National cultural heritage and tourism.” He maintained that the ministry had been working in the past six months quietly to see how best Nigeria reposition culture and tourism, adding that “the important of the tourism sector cannot be quantify because its the only sector that are pro-poor, pro-rural and pro-underpriviledge. “The sectors are not just about creating jobs or earning revenues, they also help stem rural-urban migration, forster unity, ensure holistic and inclusive growth as well reduce crime.” However, the Minister identified rural dwelller as the only challenge militating against the the tourism development in Nigeria. “The challenges is to get the rural folks as tourists guides, festival managers and protectors of the sites,” he said.

Looming strike in varsities, as ASUU accuses FG of allocation shortfall

The lecturers accused the Federal Government of stoking the embers of crisis when the university system was yet to fully recover from the damaging effects of a prolonged strike in 2013. The union said it was an unfortunate and sad development that the federal government was contributing to the threat to peace in the Nigerian university system by not sending enough money to pay salaries. Zonal Co-ordinator, ASUU, Benin Zone, Prof. Anthony Monye-Emina in a statement made available to journalists in Benin City, said the use of co-operative, welfare savings and union dues to make up for the shortfalls and the ridiculous handouts in whatever guise in place of salary was unacceptable. Prof. Monye-Emina said the union should not be held liable for any crisis in the Nigerian university system. He noted that most universities were under the burden of severe financial crisis, stressing that government was yet to proffer an explanation on when it would end. Emu a said: “In universities where full salary is seemingly paid, deductions for co-operative societies, welfare associations, union dues and so on, come in arrears. This implies that such deductions are accumulated to be able to make full payment of salary in subsequent months after which remittance is made.” “In essence, university staff savings is what is used to augment the shortfall. It is important to note that this accumulation of deductions/remittances is exclusive of tax deductions. This implies that tax deductions are remitted as at when due to the same government that does not feel obliged to avail the universities the full complement of their allocations. This development is in addition to shortfall in running, operational, logistics and other costs.”

Nollywood actress, Mercy Aigbe on Thursday narrated her ordeal of alleged harassment by policemen in Osogbo, Osun state.
The Yoruba movie star who posted her views on her Instagram page said she the incident occurred while she was trying to take in the course of a movie she was shooting in the Osogbo. Read her: ‘Morning Fam, it has come to my attention that news has been flying around that I was arrested by the police in Osogbo.
..For the records I was never ARRESTED! I was shooting a movie in osogbo and was going for a break with my PA and Driver when we saw a police van chasing us; they later double crossed us, came out of their van and started banging the bonnet of my car asking us to come down. I was shocked and scared because I didn’t know what was going on. I stepped out of the car to ask them what happened and why they double crossed us in that manner, the policemen started shouting and acting crazy pointing his gun at me.’ Mercy Aigbe She furthers: ‘On seeing his behaviour, i took out my phone and started to record them, one of them forcefully collected my phone from me. My PA also started recording them with an ipad and the policeman slapped her and threw the iPad away. At this point a lot of crowd had already gathered when they saw me and what was happening and they started booing them, saying that is how osogbo policemen harass innocent citizens. When the policemen saw the large crowd supporting us and that they could be mobbed, they stylishly left only to call for reinforcement of other Police officers. Those ones came and started shooting sporadically into the air, everyone had to run for their lives.’

Ondo Council Poll: When the People’s Will Prevailed

The Ondo State Independent Electoral Commission (ODIEC) has conducted elections into the 18 Local Government Areas of the state. One of the very striking highlights of the election is that it was conducted, concluded and commended by all and sundry including the over 70 State electoral chairmen and commissioners from across the country and over 30 independent local and international observers. Apart from recording a massive turnout by voters, some including septuagenarians who had to walk some metres to ensure they performed their civic duties and exercised their rights to choose their leaders, the elections were not only free and fair but also peaceful and transparent throughout the state as there was no single incident of violence recorded anywhere. It is noteworthy to say that the election was also free from any form of manipulation, interference and or undue pressure from the state governor, Olusegun Mimiko, who provided a level playing field for all participants to vote and be voted for. This is the reason why the Allied Congress Party of Nigeria, ACPN, also recorded victory at the polls despite being largely unknown in Nigeria’s political turf. With that election, the people of Ondo State have spoken loudly and clearly of where they would be aligning their support and votes at the state’s forthcoming gubernatorial election come November 26, 2016. With the massive victory recorded by the People’s Democratic Party, PDP, in the election, the people have confirmed that they indeed know who their true leaders are. Despite the massive campaigns of calumny and propaganda embarked upon by members of the All Progressives Congress, APC, in the state, purportedly bankrolled by a certain godfather from Lagos whose penchant for acquiring states by imposing his lackeys as leaders through fraudulent and compromised electoral processes, the people have rejected them and their falsehood. You can only tell a blind man that there is no oil in the soup but you cannot tell him that there is no salt as he has tongue to taste it himself. The sophistry of the APC has found them out. Nigerians now know that all their promises are empty and easily deniable as is being done at the federal level. The people of Ondo State are wise; they have refused to repeat the same mistake Nigerians made at the 2015 presidential polls. The suffering which the APC government has subjected Nigerians to is legendary; their reversal of Nigeria’s good fortunes as handed to them by the last administration is unpardonable, and just like every sin, they must pay for their deceit and their knack for always taking Nigerians for granted. The only and best way to do this is to continue to reject them at all levels of governance including in Ondo State until we rid our nation of political parasites and paralytics who parade themselves as agents of change. No sane people would want to give their state up for destruction. Having married two wives, Nigerians now know which one is better, and the people of Ondo State have chosen the PDP whom by all standards they now agree is better. So, no matter the noise APC makes in Ondo State, Nigerians have heard it before: they were swayed the first time, but they would never be swayed by mendacity again. This much Ondo people said during the local government election. The fact that residents of Ondo State trooped out in their large numbers despite the scorching sun to vote massively for PDP at the council polls is a testimony to the fact that the desperate attempts by the state’s APC to discredit and malign the government of Olusegun Mimiko has hit the rocks. Such attempts have since become an exercise in futility and puerility. By those deliberate multiple actions of turning out massively, voting peacefully and orderly, and accepting the results of the election as a product of a transparent process, the people of the state have once again reaffirmed their faith in their governor and are ready to queue behind him to have his legacies continued by supporting and voting for the PDP in the next gubernatorial election. This is the way to go! INEC must also learn from the Professor Gbenga Ige-led Ondo State Independent Electoral Commission for the peaceful and transparent manner it conducted the election as confirmed by the Forum of State Independent Electoral Commission’s (SIECs) chairperson, Mrs Ukpong Gloria, who also led her colleagues from all over the federation to observe the state’s council polls. When the Ondo council poll is used as a model for elections in Nigeria, all the negative things that trail our electoral system including violence, ballot box snatching, intimidation, rigging etc would be a thing of the past and the people would always use their will to hire those they find fitting to lead them. This is what has happened in Ondo State, and this is what will happen again in the state come November 26, 2016 at the governorship polls. Congratulations, once again to the people of Ondo State! The academy reportedly empowers these models by putting them through “tough training”.

Oshiomhole At WAR With Edo Lawmakers

Assembly                                     Governor Adams Oshiomhole of Edo State has slammed the State House of Assembly for directing the chairmen of the 18 local government area of the State whose three years tenure years tenure expires today, to hand over to the Heads of Service in the councils.
Oshiomhole in a letter described the resolution passed by the State Assembly as inappropriate and unacceptable.
The letter reads: “My attention has been drawn to the resolution of the House asking council chairmen to hand over administration on April 21, 2016.
The resolution is a usurpation of the powers of the executive. The House does not have the power to give such directives. I have already directed the council chairmen to submit their handing over note and transmit same to the office of the governor.”
It will be recalled that the House had, on April 18, 2016, passed a resolution directing the chairmen of the councils to hand over administration to their respective Heads of local government at the expiration of their three years tenure today. Contributing on the floor of the House yesterday, the member representing Akoko Edo constituency 1, Kabiru Adjoto, insisted that the resolution of the House was in order, saying: “Mr Speaker, I want to state clearly that the House has the powers to make laws for the state and any other matter not included in the exclusive list.
“We did not dissolve the councils. What we did was to remind them that their tenure expires on April 21, 2016 and directed them to hand over administration to their various heads of councils as there can be no vacuum in government. I want to move that the Attorney General and Commissioner for Justice, Henry Idahagbon, be invited to explain why he has misinformed the governor on constitutional matter.”

2016 budget: Senate threatens to veto Buhari



Senate-ChamberThe National Assembly leadership was last night set to meet President Muhammadu Buhari to stave off a constitutional logjam over the 2016 budget that has seen senators threatening to override  the budget bill. The threat of veto override could be triggered from next Tuesday upon the lapse of the 30-day constitutional window given the President to sign the bill tomorrow.
The vow in a closed-door session of the Senate came as senators across party ranks rose in uproar against the alleged actions of the chairman of the Senate Committee on Appropriation, Senator Danjuma Goje in mutilating the inputs of the Senate committees on the budget.
Sources said that several senators demanded Goje’s resignation from the position. Meanwhile, the Senate has dismissed the public outrage against its purchase of 36 exotic vehicles supposedly for committee work at the cost of N35.1 million each, saying that senators were of higher dignity than ministers and other officials of the executive who it claimed drive superior vehicles. The vow by the senators to override the President’s apparent veto on the 2016 appropriation bill, they claimed, was in line with constitutional provisions requiring the President to sign the budget bill within 30 days of receiving it or have his veto overridden.
The prospect of the National Assembly overriding the veto was, however, a matter of contention yesterday. Vanguard gathered that the closed-door meeting which lasted for one hour, thirty minutes, presided over by Deputy Senate President, Ike Ekweremadu was characterized by uproar as senators shouted on one another following some irreconcilable differences.
A source at the meeting disclosed that there was a very sharp disagreement between members of the Appropriations Committee who complained that the committee chairman, Senator Goje, APC, Gombe Central, hijacked the entire budget process and outsourced it to his counterpart in the House of Representatives, Abdulmumin Jibrin.
According to the source, some angry Senators were said to have accused the President of the Senate, Senator Bukola Saraki of appointing Goje as chairman of Appropriation simply because he was a loyalist of his and a number of other senators also called for his removal from the position. “We have decided to go and beg President Muhammadu Buhari to sign the budget into law and after which every other correction and amendment will be done,” a source present at the session said.
“We have resolved that time is ticking and if he fails to sign it within the stipulated thirty days in line with the Constitution of the Federal Republic of Nigeria it will be assumed that the President has withheld his assent and the National Assembly will have no other option than to override him, thereby furthering the conflict between the Executive and the Legislature.”

The 2016 Appropriation Bill was forwarded to the President on March 23, 2016. Following the closed-door session, Senator Ekweremadu summed up the proceedings thus: “The Senate in a closed session deliberated on issues relating to the 2016 Appropriation Bill and the way forward for the quick resolution of all the matters related to the early implementation of the budget in the best interest of our nation.” Vanguard learnt last night that the National Assembly delegation is expected to counsel the President on what is constitutionally expected of him in the face of the crisis. The leadership, it was gathered, would ask the President to sign the budget as passed and send an amendment bill immediately to address the issues of concern to the Presidency. Yesterday, Chief Emeka Ngige, SAN proffered his counsel on the issue.
Speaking with Jounalist in a telephone interview, he said: “The budget issue summarily calls for give and take. It calls for collaboration between the National Assembly and the executive. If there are injections by the joint committee of the NASS into the budget, the NASS can retrieve the budget from the President and remove the injections and resend to the President for assent.” Meanwhile, Senate Leader, Senator Ali Ndume who amplified on issues in the legislative body following the closed-door session said that President Buhari has not returned the approved 2016 budget to the Senate but agreed that the grey areas had been communicated to the National Assembly. He said, “We have seen the President already on the budget, in fact meeting the President by the Senate leadership is not a big deal. It is not true that the budget had been sent back to the National Assembly.
I am also not aware that there is any communication from the President on the issue. “What I know is that areas of concern to the Presidency are now with us here. We are talking with the Presidency to resolve all the issues.” But when asked to speak on the call for the removal of Senator Goje as Chairman, Appropriations Committee, Senator Ndume denied the claims.
On the outcry on the Senate’s decision to purchase N35.1 million vehicles for its members supposedly for committee work even after collecting car loans from the public treasury less than a year ago, Senator Ndume said: “A minister who is appointed, not elected, drives a convoy of four cars. Permanent Secretaries, Directors, Commissioners, House of Assembly members, and Council chairmen all drive official vehicles.
Are you all saying federal lawmakers should not have official vehicles? As a senator I can ride in any means of transportation including Keke NAPEP, if it will take me to my destination.”
House spokesman, Abdulrazaq Namdas also confirmed that the House had received the President’s communication on his concerns on the budget as passed by the National Assembly. He, however, declined to reveal the grey areas listed by the President, as he avoided questions on whether   the Calabar-Lagos rail line project was included in the letter. Lending credence to rumours that both the Senate and the House of Representatives had not yet agreed on how best to go about the controversies surrounding the budget, Namdas confirmed that both chambers would  meet within the week. ‘’We need to reach a consensus with the Senate and harmonise our position.
The joint team will then meet with the President this week and we hope after the meeting, the budget will be signed,’’ Namdas said. He said the House wanted the rule of law to take its course in the trial of Senate President, Bukola Saraki. “On the trial of Senate President, we believe in the rule of law and every Nigerian remains innocent until proven guilty,’’ said Namdas, who is chairman, House Committee on Media and Publicity.
The National Assembly had on Wednesday, March 23, 2016 passed the  2016 Appropriation Bill submitted by President Muhammadu Buhari in December last year. The  budget passed was N17,002,641,773 billion naira lower than the figure of N6,060,677,358,277  trillion naira presented by President Buhari to the National Assembly, just as the  2016 fiscal document, contained the estimates of revenue and expenditure of the federation for the 2016 fiscal year in the aggregate sum of six trillion naira.

ONCE UPON A TIME!

A very strong wood-cutter asked for a job in a timber merchant and he got it. The pay was really good and so was the work condition. For those reasons, the wood-cutter was determined to do his best.

His boss gave him an axe and showed him the area where he supposed to work.

The first day, the wood-cutter brought 18 trees.

“Congratulations,” the boss said. “Go on that way!”

Very motivated by the boss words, the woodcutter tried harder the next day, but he could only bring 15 trees. The third day he tried even harder, but he could only bring 10 trees. Day after day he was bringing less and less trees.

“I must be losing my strength”, the woodcutter thought. He went to the boss and apologized, saying that he could not understand what was going on.

“When was the last time you sharpened your axe?” the boss asked.

“Sharpen? I had no time to sharpen my axe. I have been very busy trying to cut trees…”



Reflection:

Our lives are like that. We sometimes get so busy that we don’t take time to sharpen the “axe”. In today’s world, it seems that everyone is busier than ever, but less happy that ever.

Why is that? Could it be that we have forgotten how to stay “sharp”? There’s nothing wrong with activity and hard work. But we should not get so busy that we neglect the truly important things in life, like our personal life, taking time to get close to our Creator, giving more time for our family, taking time to read etc.

We all need time to relax, to think and meditate, to learn and grow. If we don’t take the time to sharpen the “axe”, we will become dull and lose our effectiveness.

Nigeria’s problems can’t be solved in one year – APC chief

An All Progressives Congress chief in Sokoto State, Alhaji Muktari Mapia, has urged Nigerians to support President Muhammadu Buhari’s administration in its efforts to reposition the country.

Mapia told the News Agency of Nigeria in Sokoto on Monday that such support was necessary as the nation’s problems cannot be solved in one year.

He stressed that what the administration require at this critical stage, was the collective support and understanding of all Nigerians.
He said that the administration inherited myriads of problems, urging Nigerians to be patient and align with the change mantra of the Federal Government to reposition the country.

Nigerians Blast Fayose For Saying “Send Buahri Back To Daura Or Expect More Blunders”

Ekiti State governor Ayodele Fayose has been known to be critical about the APC government most especially Mr. President himself and he has also been know as the only outspoken governor Nigeria has ever produced apart from the then governor of Abia State, Orji Uzo Kalu.
So many people have called for the head of Fayose basically because of his criticism to the present government and his recent jibes against the $2b loan Chinese government has agreed to give Nigeria.
He took it a step further to write the Chinese government expressing reason not to grant Nigeria the loan deal.
Many of his supporters supported him as usual and yet many Nigerians view his acts as treasonable offense to this country and hence calling the federal government to prosecute him as they compared his actions to that of Pro-Biafra leader, Nnamdi Kanu. Mr. Fayose has also congratulated the US government for seeing through Mr. President’s purported corruption hunt for being a witch hunt.

Keep Moving

A lady was driving along with her father. They came upon a storm and the young lady asked her father, What should I do? He said "keep driving".. Cars began to pull over to the side, the storm was getting worse. What should I do. The young lady asked? Keep driving, her father replied. Ahead of her, she noticed that eighteen wheelers were also pulling over. She told her dad, I must pull over now, I can barely see ahead. It is terrible, and everyone is pulling over! Her father told her. Don't give up, just keep driving! Now the storm was terrible, but she never stopped driving, and soon she could see a little more clearly. After a couple of miles she was again on dry land, and the sun came out. Her father said, "Now you can pull over and get out. She said But why now? He said When you get out, look back at all the people that gave up and are still in the storm, because you never gave up, your storm is now over. Lagos to arraign 28 tax defaulters

The Lagos State Government says it is set to prosecute no fewer than 28 alleged tax defaulters in the state.
The Attorney General and Commissioner for Justice of Lagos State, Mr. Adeniji Kazeem, on Monday said the state had filed all the necessary information of the case before the high court.
The commissioner said among the 28 alleged tax defaulters were those who failed to file and furnish the state with their tax returns and others who refused to pay their personal taxes to the state.

He said, “The culprits were handed over to the Ministry of Justice’s Rapid Tax Prosecution Unit by the Lagos State Internal Revenue Service.
“The tax defaulters acted contrary to the provisions of the Personal Income Tax Act, 2004, as amended, and the Lagos State Revenue Administration Law.
“It has become important for the Lagos State Government to pay more attention to the enforcement of its tax laws as many people in the state are now defaulting.”
Kazeem said it was for this reason that the state government established the Rapid Tax Prosecution Unit to aid the LIRS in its drive to collect taxes.
He urged members of the public to cooperate with tax officers, warning that the state would not hesitate to prosecute anyone who obstructed the tax officers from carrying out their lawful duties.
He said, “Under the Personal Income Tax Act, 2004, a taxable person is statutorily required to file a return of income for the preceding year within 90 days from the commencement of every year of assessment – March 31 being the deadline – while every employer of labour is required to file all emoluments paid to their employees for the preceding year, not later than January 31 each year.
“Therefore, any taxable person or corporate organisation, who fails to file their tax returns with LIRS by the stipulated date, is in breach of the provisions of the law, which is a criminal offence that is punishable under the tax law.”
He said tax evaders and offenders, upon prosecution, might be fined, imprisoned or made to face both sanctions as provided in the Personal Income Tax Act.

Agege bread hawker turned model, Olajumoke Orisaguna along with her husband, Sunday and two children, Grace and Precious will move into their luxury Surulere (Lagos) apartment this week.
Sources close to Sujimoto Construction, the company that got her the apartment (rent and furnishing) for five years, told us that the finishing touches are being dabbed on the abode. And in a matter of days, the three –bedroom pad will be occupied.
The 27 year-old lucky damsel – discovered in February after the photo bombed TY Bello’s shoot of Tinie Tempah in Yaba area of Lagos – is getting ready to move from the hotel in Sabo, Yaba (Lagos) where she has made home in the last few weeks.
Before then, she was squatting at Liberty Bakery (on Commercial Avenue, Sabo) along with scores of hawkers.
Orisaguna, a hair stylist from Iree (Osun) had come to Lagos in January (her second adventure in the mega city) following closure of the Polytechnic and dwindling sales.
Now with various endorsements and gifts running into millions (from Payporte, Shirleys’s Confectionaries, Stanbic IBTC, Sujumoto Construction, Divine Eldocuments and Mrs. Abiodun Obakin of Biobak Restaurant, among others), another endorsement will be unveiled next week.
Insiders confirmed that a company producing baby products has signed her on – and the unveiling will be done next week.
